Office of Legislative Legal Services

The Office of Legislative Legal Services is the non-partisan, in-house counsel for the Colorado General Assembly and writes laws, produces statutes, reviews administrative rules, comments on initiated measures, and serves as a resource of legislative information for the public. The Office of Legislative Legal Services is under the direction of the Committee on Legal Services.

The Office of Legislative Legal Services is committed to customer service, professional competence, and the highest standards of integrity. Our vision is to serve the Colorado General Assembly and the citizens of the state, providing these services with excellence, to forward the cause of effective self-government.

It is important to note, the Office of Legislative Legal Services is neither authorized nor allocated the resources to provide legal advice or counsel to private citizens. As legal counsel to the Colorado General Assembly, the Office of Legislative Legal Services is responsible for providing legal advice to the legislature as an organization, but does not serve as legal counsel or advisor to individual citizens.   • The digest consists of summaries of all bills and concurrent resolutions enacted by the seventy-fifth general assembly at its first regular session ending May 7, 2025. The summaries include the dates upon which the governor acted and the effective dates of the bills. The digest also includes an alphabetical subject index and several reference tables. The digest is not a substitute for the text of the bills or for provisions of the Colorado Revised Statutes, but gives the user notice of and summary information on recent changes to the statutes.
